Engineer / Eco-Hydrologist


Our Engineer / Eco-Hydrologist has served for Living Waters Consultants since 1996. He is a registered Professional Engineer (P.E.) in Hydrology and Hydraulics, a Certified Floodplain Manager (CFM), and holds a Masters in Aquatic Ecology (fish ecology and water quality) from the University of Michigan. He has a Bachelor's in Environmental Biology from Ripon College. His background and experience in Eco-Hydrology and Fluvial Geomorphology allows for innovative and environmentally sound solutions for Stream Restoration, Lake Management, Wetland Construction, Stormwater Engineering, and Flood Management. Stream restoration consulting and engineering services have been applied to 15 stream miles for natural channel design, 4 miles of stream re-meandering projects, and 24 miles of stream inventory / preliminary design. Hehas provided Stormwater Design Engineering for numerous project areas including award-winning sites. Over 17 awards have been received from American Public Works Association, National Visionary Award Finalist, American Society of Landscape Architects, Illinois Association of Park Districts, International Erosion Control Association, U.S. Environmental Protection Agency, and Chicago Wilderness. He has presented Stream Restoration Workshops for colleges and universities, IL-IN Sea Grant, County Stormwater Agencies, and others. Prior to founding Living Waters Consultants in 1996, he worked for Chicago Metropolitan Agency for Planning (Northeastern Illinois Planning Commission) and for a design engineering firm with an award-winning hydrologist.


Water Resources Engineer

P.E., M.S.

Our Water Resources Engineer is a licensed Professional Engineer (P.E.). He holds a B.S. and M.S. in Civil Engineering from the Illinois Institute of Technology. Mr. Smith has provided water resources engineering and project management experience for over 100 floodplain, stream restoration, and stormwater engineering projects. He provides creative, cost-effective and practical problem solving for engineering design, permitting, and implementation. His hydrologic and hydraulic modeling expertise includes both steady and unsteady analyses using FEQ, WSP2, HEC-RAS, and WSPRO. Hydrologic modeling tools have included TR-20, HEC-1, and HEC-HMS. He has provided management for stream restoration projects, hydrologic and hydraulic analyses, flood risk studies, dam breach analyses, floodplain / floodway modifications, stormwater master planning, drainage studies, and watershed planning projects. He regularly instructs college-level Civil Engineering Exam preparation courses. He has published in conference proceedings pertaining to floodplain, floodway, and/or stormwater management.


Wastewater Recycling and Reuse Engineer


Our Wastewater Recycling and Reuse Engineer is a Professional Engineer (P.E.) with over 30 years of experience in Wastewater Design and Site Design.  He has a B.S. and M.S. in Civil Engineering from California State University - Los Angeles.  He formerly worked for DuPage County Stormwater Management.  His work for LWC includes design, permitting, and related engineering services for wastewater treatment systems that specialize in the reclamation and beneficial reuse of treated wastewater.  He is proficient in sanitary sewer, water main, and related infrastructure site design.  He has assisted with engineering design and permitting for dozens of wastewater recycling and reuse facilities.
