Ted Gray

P.E., CFM, CPESC, M.S.

Engineer / Eco-Hydrologist

Ted Gray has served with Living Waters Consultants since 1996. He is a registered Professional Engineer (P.E. IL, WI) in Hydrology and Hydraulics, and is a Certified Floodplain Manager (CFM).  He has a Masters in Aquatic Ecology (fish ecology and water quality) from the University of Michigan. His Bachelor’s is an A.B. in Environmental Biology from Ripon College. His background and experience in Eco-Hydrology and Fluvial Geomorphology allows for innovative and environmentally sound solutions for Stream Restoration, Lake Management, Wetland Construction, Stormwater Engineering, and Flood Management. Stream restoration consulting and engineering services have been applied to 19 stream miles for natural channel design, 4.6 miles of stream re-meandering projects, and 24 miles of stream inventory / preliminary design. He has provided Stormwater Design Engineering for numerous project areas including award-winning sites. Over 20 awards have been received from American Public Works Association, National Visionary Award Finalist, American Society of Landscape Architects, Illinois Association of Park Districts, International Erosion Control Association, U.S. Environmental Protection Agency, and Chicago Wilderness. He has presented Stream Restoration Workshops and Online Courses for colleges, universities, IECA, county agencies, IL-IN Sea Grant, and other organizations. Prior to founding Living Waters Consultants in 1996, he worked for Chicago Metropolitan Agency for Planning. He also served as an Environmental Scientist for a design engineering firm where he assisted with stormwater management, groundwater studies, and wastewater recycling for award-winning projects.

Water Resources Engineer

Water Resources Engineer

LWC’s Water Resources Engineer is a licensed Professional Engineer (P.E.). He holds a B.S. and M.S. in Civil Engineering from the Illinois Institute of Technology. He has provided water resources engineering and project management experience for over 100 floodplain, stream restoration, water quality, and stormwater engineering projects. He provides creative, cost-effective and practical problem solving for engineering design, permitting, and implementation. His hydrologic and hydraulic modeling expertise includes both steady and unsteady analyses using EPA-SWMM, XP-SWMM, 1-D and 2-D HEC-RAS, WSPRO and FEQ. Hydrologic and Continuous Modeling tools have included HEC-HMS, TR-20 and ArcSWAT. He has provided management for stream restoration projects, hydrologic and hydraulic analyses, flood risk studies, dam breach analyses, floodplain / floodway modifications, stormwater master planning, drainage studies, water quality, and watershed planning projects. He regularly instructs college-level Civil Engineering Exam preparation courses. He has published in conference proceedings pertaining to floodplain, floodway, and/or stormwater management.

Larry LeDay

Wastewater Recycling and Reuse Project Manager

Larry LeDay is a Wastewater Recycling and Reuse Project Manager with over 20 years of experience in Wastewater Design and Site Design. His work for LWC includes design, permitting, and related engineering services for wastewater treatment systems that specialize in the reclamation and reuse of treated wastewater. He is proficient in wastewater infrastructure design. He has provided design and permitting services for dozens of wastewater recycling and reuse facilities.

Scott Tomkins

Water Resources Ecologist / Watershed Coordinator

Scott Tomkins, B.S., is a Water Resources Ecologist / Watershed Coordinator for Living Waters Consultants.   Scott previously worked over 20 years with Illinois EPA with the Nonpoint Source Management Program.  Scott has served as a Grant Program Administrator for over 120 projects for water quality, watershed planning, and construction efforts.  He conducts ecological surveys, provides educational outreach, watershed planning, and stakeholder coordination services.  Scott has assisted over 35 stakeholder watershed organizations throughout Illinois.
